  • Position Description

    The primary functions of the Coord HRSC Operations position are: coordinate, support, administer and maintain the Drug and Alcohol program and HR Labor and Employment posters, interpret Drug and Alcohol Policies and Procedures, and DOT and FTA regulations to maintain compliance. Provide support to field Human Resources and Operations on both functions. Compiles and manages metrics and analytics. Performs random D&A compliance reviews.

    Requirements

    • H.S. diploma/GED in High School Diploma or equivalent
    • Three (3) years or more experience in related field and/or Human Resources preferred
    • Demonstrates problem solving skills. Applies advance skills within functional areas.
    • Proficient in English written and verbal communication skills
    • Ability to work independently and as a member of a team
    • Flexibility to operate and self-driven to excel in a fast paced environment.
    • Ability to manage multiple assignments and tasks, set priorities, and adapt to changing conditions and work assignments
    • Detailed oriented with excellent follow up practices
    • Ability to analyze and interpret data and policies.
    • Demonstrates problem solving skills
    • Friendly and service-oriented. Maintain professional relationships with internal and external customers.
    • Proficient in Microsoft Office Suite (Access and Excel expertise required)
    • Knowledge of regulations for Transportation Workplace Drug & Alcohol Testing Programs – DOT rule, 49 CFR Part 40, FTA Part 655, and the Drug Free Workplace Act of 1988. (intermediate level, preferred).
    • Knowledge of state laws impacting Drug Testing, ADA and FMLA. (intermediate level, preferred).
    • Knowledge of company’s policy for Drug & Alcohol testing. (intermediate level, preferred).

    Responsibilities

    • Coordinates and supports all activities of the Drug & Alcohol program for pre-employment and post-employment. Works with outside vendor pertaining to the company’s administration of random/universal testing pools and all other testing. Responsible for the administration of the Drug and Alcohol Reasonable Suspicion Training, including registration, recordkeeping, and related metrics. Analyzes and interprets the Drug & Alcohol testing scorecard. Provides customer service to HR partners on matters related to Drug & Alcohol policy/procedures and DOT/FTA regulatory compliance. Ensures compliance with D&A testing recordkeeping obligations
    • Develops Drug & Alcohol program metrics for non-compliance gaps, includes data extraction, volume, metrics, reporting, auditing and other criteria as needed
    • Coordinates and provides support in the administration of
      • Return to Duty/Follow up testing and the EAP process
      • Drug & Alcohol New Business start up process
    • Serves as a liaison between HR operations and vendors providing Drug & Alcohol program, process, and procedural support
    • Coordinates with vendor and reviews D&A testing data for the filing of the Annual Drug & Alcohol testing record with ODAPC for DOT/FTA compliance
    • Coordinates and provides supports in the administration of Labor and Employment Posters
    • Performs random D&A compliance Reviews Company wide
    • Performs research for Drug & Alcohol testing
    • Supports the function of Labor and Employment compliance posters, including update communications, billing and metrics
    • Supports the function of reviewing D&A invoicing and prepares JV’s for D&A Reasonable Suspicion Training
    • Supports and maintains the Drug & Alcohol and HR Operations in box
    • Administers the post-termination letter process
    • Performs other duties and projects as assigned
