Position Description

The Process Specialist II will support the improvement and implementation of IT Business Process through the simplification, standardization, automation and identification of IT best practices.  This team member will support overall IT Process delivery, including but not limited to processes within portfolio management, project management, agile delivery methods, and management of team sites.  Additionally, this role will support change management for implementation of new processes and general communication as needed for the Office of the CIO.



  • Bachelor's degree or equivalent
  • Master's degree in relevant field preferred
  • Lean Six Sigma Green Belt certification preferred
  • Project management professional (PMP) certification preferred
  • Minimum of six (6) years of experience in IT and/or process improvement
  • Experience in:
    • Evaluating and improving existing processes, including the use of automation to replace manual work
    • Producing and effectively communicating IT project scorecards and metrics to all levels of management
    • Creating, facilitating and measuring the impact of training programs
    • Facilitating cross functional teams to identify best practices
    • Process mapping,standard procedures documentation and project management
    • Transportation Industry preferred
    • IT processes and frameworks from ITGI (CobiT), ITIL, SEI (CMMi), ISO and Microsoft (MOF) a plus
    • Being a team leader responsible for the work stream outputs of his/her team
    • Using Clarity
    • Performing advanced levels of design/development in SharePoint
    • Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system
  • Excellent verbal and written communication skills
  • Strong presentation skills
  • Flexibility to operate, and self-driven to excel, in a fast-paced environment
  • Capable of multi-tasking and highly organized, with excellent time management skills
  • Detail-oriented with excellent follow up practices 
  • Ability to :

  • Knowledge of : 
    • Transportation Industry preferred
    • IT processes and frameworks from ITGI (CobiT), ITIL, SEI (CMMi), ISO and Microsoft (MOF) preferred




  • Create continuous improvement materials such as detailed process documentation, process maps and training materials to support the simplification, standardization and automation of the IT processes
  • Design, communicate, and train IT in the roll-out of enterprise-wide project management guidelines, standards, tools, methodologies and reports
  • Develop, implement and support data repository for filing, record keeping and retrieval of metrics for scorecard reporting
  • Review and report on research findings regarding performance gains operational objectives and project success factors
  • Work with IT management to design continuous improvement opportunities using fundamentals of Lean and Six Sigma, and assist Kaizen and Six Sigma team efforts
  • Design, develop, and manage the implementation and ongoing IT capital plan process working with both IT and finance management
  • Analyze and recommend procedures and best practices that support division objectives and oversee the renovation and maintenance of an IT knowledge repository
  • Perform other duties as assigned
